Montenegro confirms Do Kwon's extradition to South Korea
Korean citizen Kwon sought extradition to his homeland.
Terraform Labs (TFL) co-founder Do Kwon is being extradited to South Korea. The final decision was made by the Court of Appeal of Montenegro, Radio Free Europe reports.
In early March, the Podgorica High Court approved the extradition of the businessman to the Korean authorities.
On March 23, 2023, the Montenegrin police arrested Kwon and former TFL finance director Han Chan Jung while trying to fly from Podgorica Airport to Dubai using false passports.
In Korea, numerous charges have been brought against Kwon, including violations of capital markets legislation.
In the United States, he is a defendant in a fraud case led by the SEC and the New York Federal Prosecutor's Office.
In November, the High Court approved the extradition of the former head of TFL, giving Justice Minister Andrei Milovich the opportunity to choose a country. The court of appeal overturned this decision, recognizing it as contrary to the law.
In February 2024, the High Court decided to extradite the entrepreneur at the request of the United States. The ruling was also overturned after the petition.

"We are satisfied with the decision of the Court of Appeal, which showed that the rule of law is respected, unlike other state bodies and institutions that participated in this extradition procedure," said lawyers for the former head of TFL Goran Rodic and Maria Radulovich.
According to the lawyers, the law enforcement authorities of Montenegro and Korea are negotiating the date and conditions of the transfer. The latter will be possible after March 23, when Kwon's four-month prison sentence, to which he was sentenced for forgery, ends.
